16 villager cycle question

So I know that once you have a villager in your town, you need to go through the cycle before they'll move in randomly again, but does this also apply to when you get villagers who are in boxes in other people's towns? Thanks!

From my understanding they won't offer to move to your town if you've had them and haven't gone through the cycle.

Yes, you won't be able to get them again from anywhere until you've cycled through 16 villagers. If you were to go to another town to try and ask them to move to yours before completing the cycle, the option where they ask about moving to your town just couldn't come up in the conversation
