16 Villager Cycle Question

Do all villagers who move out join the 16 villager cycle? Or only the voided ones?

My Molly moved out on accident so I sold her to someone, so she wasn't voided. I don't think I've been through 16 villagers yet though. Can I still get her back since I didn't void her, or does that not matter?

All villagers count for 16 villager cycle, unfortunately, you can't get her back without doing the cycle because the game still remembers that you once had her.

Afraid that doesn't matter, you'll have to cycle 16 villagers regardless of whether they were voided or adopted by someone.
