12 tickets: red/yellow/green/blue feather
15 tickets: flower/heart glow wand

Basic feathers, according to the market price, are at least 1.5k. The yellow feather must have been more in demand because it's current price range is 3-4k.

I think yellow flower was simply more rare, bc fewer people bought them in the past fairs.
