Does your 10th villager have to come from the campsite? Because Margi moved in without me telling her to.

The 10th can come from the campsite, wi-fi, street pass or someone else's town. ^^

Has anyone visited your town? I think they can be distributed like that, too... Ahh, I hate getting random villagers from Wi-Fi.

Yes people have visited me town...

You can get them by people visiting your town.
When she moves in, talk to them and you'll know if it came from a random town or not.

Any time, really... It just happens whenever you connect with someone. I had Gladys move in unexpected literally the day after Penelope moved out -- I didn't even have time to connect with someone while I only had nine villagers, it just happened immediately. So, when I connected with that person who I got her from, I picked up the data for Gladys, and she was immediately put into my queue.

Another time, I got Cally from lea -- I went to her town when I had only nine villagers, and the very next day, Cally put a plot down in my town.
