10th villager~

If you never streetpass with anyone and you don't invite or visit other people...
can you keep your town at 9 villagers?

I don't think so. A villager still has the possibility of moving away, but once your at 8 villagers, nobody can move out but somebody can move in.

I tried this and it worked. I disabled Spotpass on new leaf too. That might help. But villagers can still move away.

It is possible... if you don't invite villigers in from the camp site

I just don't want a random move in thats a void from someone. I would like my 10th to be a camper or if not, I'd just prefer keeping my town at 9. I talk to my villagers pretty frequently and have stopped a lot of attempted moves.
