10th villager won't move?

Has anyone had their 10th villager ask to move BEFORE one of your first nine moved out? I've been trying to get Merengue (my 10th, newest villager) to leave for the past few days, and I've been doing the time traveling trick enough times for every other villager to ask at LEAST 8-10 times yet Merengue has never asked once. Now I've seen people mention that maybe your 10th won't move unless you get one of the other older nine villagers in your town to move first. Can anyone prove this wrong?

Actually I already promised her to someone else who really wants her. Now I guess I just need to not be the most unlucky person on the planet.

lol you must be the only person who would want to get rid of merengue

but to answer your question, i had my 10th (ugly diva the frog) move out first. it also helped that i completely ignored her and she finally asked to leave
