10 Villagers and a Campsite

I've always assumed that because of a campsite, you can have nine villagers max. However, when I was picking up Marshal from a village, I apparently had another villager coming in. I know have ten villagers and a campsite. I know this is only possible when you get your tenth non-campsite villager through Streetpass but I was in my house in a not-so-populated street and I severely doubt that someone happened to walk by, connected to Internet, and was playing ACNL. Are there any other circumstances for this? Also, if I have one villager move and have 9 villagers and a campsite left, can I get another villager? If not, how will I get two villagers to move out without having another move in?

I always heard you can get your tenth from the campsite(or another player, obv.)
&that the campsite doesn't count as a home plot or anything, just a little something extra to see/get new villagers.
 
But when I talked to a villager in another town and had 9 villagers and a campsite, I was never able to get her to move to my town. Did I just not talk to her enough?

If I read that right, you think the campsite holds street pass villagers. Just to make sure, campsite doesnt have anything to do with street pass villagers and does not hold them. o3o;

street pass villagers will just crash the party on you unannounced until it's too late

The villager who you talked to should have asked to move to your town as soon as you talked to them. If for some reason you couldn't get them move in, there's a possibly there's a plot of land for another villager already in your town. You can check by having a stationary and scrolling through the lists of villagers.
 
That sounds like what Bwazey mentioned, you probably have your 10th villager plot someone in town, so you can't have anyone else move in.
Have you had the villager you were trying to get to move in live in your town at any point before this?
 
Campers can only move in if you've invited them to. If a 10th villager randomly plotted in your town, it wasn't because of the campsite. You probably picked up that villager from someone's void, which can happen through wifi (not just through StreetPass).
 
No, but thank you guys for helping! I understand my problem now. I tried to get a villager (Rosie) when I had 9 villagers + a campsite, unknowingly having a tenth villager plot in my town :)
