Whenever a new villager moves in, they usually move into one of three specific spots, or they plop their house right in a horrible spot. Ugh. :/
I really wish that instead of villagers requesting pwps, we'd earn them or something. Anything but request since the villagers DON'T REQUEST ANYTHING TO MY MAYOR. They're so stingy about it.

My villagers tend to move into ABSOLUTELY HORRIBLE spots, so I usually have to do the trick. >.<

I gave you Alfonso because I didn't do the plot reset trick and he moved into a horrible spot, so I made him move and gave him to you. You can't obtain a villager after they move until 16 other villagers have moved. When I cycle 16, I'll get him back and reset him to a nice spot. I cycled for him. Does this help? c:

Sorry for a late reply! I've been busy with some things, but I'm hereeee now! I'm having a good week in AC because I got my first 3 dreamies and I'm like yessss. And you're right about the uchi characters. Jeez, all my characters have asked to leave multiple times except for Diva. Why didn't I let her leave when she asked the first time? Ughhhhh. How has your cycling been today?

But, do whatever you want. c: It's not my decision after all. And if you love savannah a lot (and indirectly, Rosie), then keep that town! Who knows when you'll get them again? But like I said, do what you want!

Um, I don't think I can help you with that, it seems kinda hard tbh, but I'll try!
If you did keep that town, you'd trade beau for Rosie, and possibly keep savannah or trade her for someone on your list. If you rerolled, then you'd have a chance at your dreamies (at least, the more expensive ones) but who knows how long that'll take. If it was me, I'd wait for at least 3 dreamies (or popular) villagers and then keep that and cycle. I don't know how long that'll take though, and if you have lots of time on your hands, then reroll. It all depends on whether you want to spend the extra time searching for those villagers, or are satisfied with these and start to cycle. That is just my opinion though, and it's really UP TO YOU.
I've had the same problem of wanting too many lazies (if only I could hoard them without the same dialogue) or too many dogs. I had to learn to let go and settle for variety to make the game more interesting. c:
