You should always check in with villagers you really like every day. Mail them letters, do their chores, etc., but always make sure to check to see if they ping you! I know he's your favorite, but it really seems like a waste to throw everything away because of him. There are other villagers in the game that I'm sure you'll like, and if you're content with the current state of your town then I wouldn't restart.
If you think it's worth it. I don't make that much off of mine, but that wasn't my intention. I guess if you set it up so people have to pay for all villagers you might though. But if you only have one copy and were going to restart your town I don't think it's worth it. It seemed like you have been getting a lot of your dreamies so I wouldn't just throw away all your time and bells/tbt spent on that and discard other's generosity who helped you get them in the first place.
That stinks! You could give him away to someone who is looking for him, or offer him back to habitigigi. I would hold him but it might interfere with my cycling and I don't want you to lose other dreamies because you're cycling for him...
