I think tweaking it (as in lowering the prices) is a good thing, but not where villagers become 100k lol.
But yea except for that i've seen a lot of people use it for random ****ty things like just buying villagers for 80m and...what's the point in that really it's doing more harm than good.

If you meant the hate for people who use power saves, i think it's always been there just like they claim they hate people who dupe yet basically every 7-11 set out there is duped...
You can't really manipulate it in the way that you pick who leaves.
But yeah, that way you can easily get people their dreamies - but you can only offer one at a time unless you save before they go in boxes and then get a whole town full of them - but that'd require a lot of careful planning and TTing so this is easier.
Indeed, if you get a villager in boxes and make a back up on that day before he's adopted, then you can put that back up back and you can have him back in boxes (but he'll still be in boxes).

But I don't get my villagers that way? You can't get villagers or bushes that way anyway.
I use the back up thing it supplies, so that's really useful.
