The most recent villager cannot get the thought bubble until someone else moves in after them. You can, however, use amiibos or the random campsite visitor (savescum until they choose the one you want out) to kick out the most recent move in.

You can still TT forward one day at a time, but don't TT backwards or forwards more than one day until the new villager moves completely in. This can cause the house exterior glitch and plots to auto fill with voided villagers
