What exactly are looking for in a profile picture? Do you have any refs and such on hand or in mind? or art styles you prefer to look for?

I’d love a cute drawing of my mayor, I have a photo as a reference yes :) something really “cute style”, saw many drawings on the internet and I always dreamt about one like these, hope I explained well. Thanks for answering!
