I had a cycling town once, and I would recommend talking to all the villagers so that they'll ping you to be in boxes. For the first move-in to kick off Elin's method, you need them to physically ping and offer a move-out. Talk to all the villagers once/twice and be 'friends' and eventually, if you're patient, one will ask and you can begin the cycling method.

Hey, if you're making a cycling town; TT 1 year back, start up the game. Save and close, TT 1 year forward, start up the game. Save and close, TT 5 days forward, start up the game, and then someone WILL be in boxes.
