sorry for the late reply, i haven't had much free time to spend on tbt lately. anyway, no, i don't think the bell-pincher rumors (or any specific rumors about you as the mayor) count in terms of whether or not someone's moving. here's a link that'll help you with which rumors to look for. also, ALWAYS talk at least three villagers until they get the "..." over their heads, because even if one villager says one of the rumors above, that doesn't always mean no one's moving.
