Oh I'm sure you'll get her to move away soon. You just have to befriend her alot and make sure that you're in BFF mode, when she asks to move, say yes and if she agrees, saves. If she does reconsider, don't save the progress and reset it! That is if you don't TT so hope that helps but very possible to have 9 villagers at times. Let me know this that method works. I kind of TT so it doesn't help but just thought you should know!
