I also have the means to breed a Drought Vulpix. And finally, I've got a friend safari that enables me to catch hidden-ability Quagsires and Panpours, if you're into that.

You know what? I might be crazy, and I don't even have a shiny charm. But mark my words: One way or another, I will get that shiny vulpix if it's the last thing I do! Yup, I'm definitely crazy. I will breed nonstop, though.

You start it like a regular town, but the only PWP you build is the campsite, and the ordinance is Beautiful Town. You wait for a villager to ping, and announce that they pinged, etc. I use sanasa, or this guide.
