You need bells to post pictures so you can't spam pictures, I believe.
You get bells by posting and by trading with other members for them.

you have to "pay" bells to post a picture if you up uploading it from your computer.
to avoid that you can paste a url instead. you can upload your own images to image-hosting websites like imgur and then use that link.
it's quite easy to get bells so if your active people usually don't worry too much about it.
