Your chances of finding 1 villager out of 400+ are very slim. If you're happy accepting a different villager and enjoy island hopping then I'd go for it. If you specifically want Ruby and no one else then it might be easier finding someone who is getting rid of her
If you don't mind time travel, the campsite method is better if you were to not have any peppy's in town already. You can island hop for Ruby but I think it's very random so you could get very lucky or very unlucky. My girlfriend actually found her very early on while island hopping fir a random cutie to replace Puck who just left her island.

I also recommend checking the cycling shops on the villager trading forum to see if anyone has her amiibo and can cycle her out for you. Most people accept NMT still, and also TBT, and IGB.
I only do Island hopping when I want to find a cute/unique villager that I wouldn't mind having on my Island at least for some time. I never focus on a specific villager though as I feel that can often lead to disappointment.
However, if you have so many Nook Miles you could give it a go.
If you're also looking for potential resources to harvest, you could give it a shot. But most of the time, it's very unlikely to find the villager you want, especially if you're only after one. It's up to you though, everyone's luck always varies when it comes to island hopping.
But I think as others have mentioned, if you have a select few you would be willing to take in as well, it would make your trip less disappointing as you'll have better chances finding someone you'd like.
like others have said the chances of finding ruby on the islands is unfortunately super slim- the game rolls for species first, so that's 1/35 (there are 35 species i think, and you want bunnies) chance, and then within that villager pool of bunnies, the game will roll for a specific bunny (and there are 20 in new horizons!). so you have like a (1/35)(1/20) = 0.142857142% chance (i think!) of getting her when you arrive on an island ;;
i have like 230k nook miles and even i don't feel comfy trying to island hop for one specific villager :c

since ruby is a rabbit, you’d have to have around 400-500 nmt before your chances of finding her even reach 50%. if you like the thrill of island hopping, go for it, but the campsite method is much more reliable if you’re going after one specific villager.
Doesn't require the use of any NMT, which is why people prefer it. Even though NMT are pretty cheap, they still cost some amount of currency to stockpile. Given that you have ~1/400 chance to find a particular villager on an island, even 200 NMT doesn't really get you that far. Also, NMT prices have dropped in large part because campsite method does the same thing as island hopping without NMTs.
If you don't TT, your best, quickest, cheapest bet is to buy an Amiibo tag for her on etsy or ebay (usually around $7) or find someone who is getting rid of her in the forums.
seconding the campsite method, cycling / selling threads, and amiibos if you want her for good. Otherwise your chances of getting her on a mystery island isn't that great since there are a lot of rabbit villagers (and the islands roll species > villager) so it might take a while. Or it might happen right away, that's the beauty of RNG!

Yeah, the chances of finding her are pretty slim, and I've heard that the mystery islands roll for the specific species first(explains why I get so many octopus)? And the bunnies are a BIG group of villagers, which is why finding 1 of them is very hard.
