Granted, that was last week. Villagers change popularity all the time.

why not? I think Bam is now a tier 1 according the villager popularity post here on the forum. Despite my personal love for Genji, however, he remains to be a tier 3, so I'd say you have a very good shot at trading Bam for Genji, unless you want to sell Bam instead for bells and use proceeds to buy Genji, that way you will probably also make a small profit out of it
