PLEASE IGNORE THE EARLIER POST I MADE ABOUT SELLING ROLF.

He asked if he could move, and i usually keep the window open until I decide- so I made this thread, originally saying how i was gonna sell him or something but then-
What the heck I said "yes you can move" and Rolf's like "NOPE I'M STAYING"

Does that actually happen with anyone else?

I would do a giveaway =D But then again, I always only do giveaways, even for Tier 1 villagers.

EDIT: Ah, yes, that can happen. Either your friendship isn't high enough or something like that. Happened to me with Anabelle.

BUT! If you haven't done anything important, I would just quit the game without saving. Since the game is saved as soon as you load up your mayor, his 'Moving Out' will still be remembered, and if you don't save after he decided to stay and start up again, he should still be moving out.

How often does it happen? I mean I don't give up a lot of villagers, so this is my first... moving rejection?

Really? The friendship thing matters here? Crazy :o I have a lot to learn...
 
Supposedly yes, I had the issue with one of my villagers. It does not happen often.

But you can quit your game and he should still be moving. You can try to let him ping you just to check. If he rejects again, quit the game again.
But the game will know he is going to move now, whether he pings you or not. You should ignore him until he moves!

I also had once that a villager had decided to move and when I went to check up on her a day later, I had a normal conversation (one I initiated) and she asked me again whether she should move or not. I said yes and then she rejected me, and she stayed.
So even after successfully letting the villager agree to move, there is a chance that this kind of conversation will pop up. Try to avoid talking to a moving villager!

I restarted like you guys suggested, and sure enough, he's moving. Thanks for the tip about the mid-move reject, I'll be sure to avoid that! It's too bad that I'm letting him go, but hopefully someone will want him. Last time I tried to giveaway Sally and ended up voiding her for Nana :/
