I looked on Internet, and it is one of the RAREST pokemon with this move.
Actually, it was given during a New York City Event back in 2006, so 8 years ago...
It is highly unlikely that you'll find one. And wish move and healing wish are two different moves.

Wow, i'm pretty surprised by the number of offers you've got as this event occurred 8 years ago :9
I'd be suspicious if the person who offers is quite young as it might be pokegened since the event happened when they were very young :3
