I'm curious because I want my own computer pretty much without having to pay a couple of hundred dollars using Virtual PC, but I'm not sure if you have to have the CD or not. My grandparents have a Windows 95 disc (I think) that I could borrow possibly, but still. Do I need the Windows 98 Boot CD?

before that

why on earth would you want to run an obsolete and unsupported OS in the year 2015?
Mostly to play obsolete and unsupported games like SC3K and RCT. I have another computer, but it's extremely slow. I've had it since like 2002, so, yeah...

I still want Windows 98 or 95, even if it is almost 20 years old.

don't the recent Windows OS systems have some feature to allow you to run otherwise unsupported due to age programs though?

but to answer your question (if I'm reading it right), unless you just want to torrent the software or something, I'm pretty sure you'd need the boot CD for installation

I think I worded it poorly, but I meant that, running it on Virtual PC. Thank you.
