Willow's Birthday Glitch help?

So i missed Willow's birthday on tuesday ( been so busy with college eurgh
anyway i had her a perfect present and everything..
so ive time travelled back to her birthday just to give her the present etc
however there is no party and i cant give her anything?? eventhough it says its her birthday on the notice board
help?
do they start at a certain time or something
