Will Zell ever plot on the right spot?

So, I've been plot resetting since yesterday, I think I spent at least 3 hours doing it this time. I used the new technique that works with patterns.

Zell always has his house on the exact same spot, which was the house of an unwanted villager I got from a void. I kicked out the villager with Zell's Amiibo, but I obviously can't block this spot with patterns since the house only disappears once you can plot your new villager. :(

Here's the spot he keeps plotting on:

I know this spot I want is really close to Fang's house and the lighthouse, but I was pretty sure there was enough place, and he NEVER plots here... So, what's the problem? :o Do I just have to keep trying?

Amiibo villagers unfortunately will plot on the previous villagers home 99% of the time due to the coding required for their plotting :(
 
He should be able to go there.
I have literally put paths in every available space they could put their houses accept from the places I want them in because if there are little spaces to plot on villagers tend to stay in the same spot for ages.
 
I moved Sterling out yesterday for Vivian then erased the paths surrounding his house because I want her plot to move a little further down and to the left. The next day I got her where I wanted to after only a single reset. Probably, I just got lucky but at least, I know that it'd be possible to make them change places. I haven't tried it like that when you want them to completely go to a different area. Probably, you just have to be patient and keep trying. I'm going to do the same again tomorrow. Make sure you have at least 3 spaces (or 4 to be sure since there is a PWP) in-front of the house before the lighthouse.

I've actually had more problems getting my villagers to move into the spaces where the last villager came from. Ganon kept wanting to go on the opposite side of town where i had missed paths. I forgot again with Sylvana and she did the same. It's definitely possible to move them as they're both in the right places now. But Sylvana was stuck in one spot for quite a while, I had to tt to the morning before her plot appeared to lay the paths and try again
