Will villagers always stay if you ask them to?

When a villager pings you to move you are given the option of asking them to stay. From my experience with New Leaf so far, it seems like a villager will always agree to stay if you tell them not to move. Is this true?

I remember back in Wild World and other AC games this wasn't true. You would ask them to stay and they'd say something like "Nope, my mind is made up. I'm leaving on the 8th and you can't stop me." Do villagers do that in New Leaf too?
 
If they ping you,and you tell them to stay, they will ALWAYS stay in ACNL :)
Of course, they may decide to leave another time, in which they should again ping you, and you can again say no
 
Yeah, this time around it is much easier to get them to stay.
The only thing I dislike is that once they are boxed up you already lost them.

In WW, you usually had to wait till they were in boxes and hope they'd decide to stay after 100+ times asking them not to go. The ping makes it much easier if you play regularly and talk to your villagers a lot.
 
I think they always stay. The only time they do the opposite is when you tell them to leave. Some new neighbors will decide to stay to 'better your friendship' despite you telling them to leave. The other day I had Mira asking to move and I said sure but then she insisted on staying. My friendship level with Mira is pretty high so even then it's still kinda random
