Wifi Ratings and Currency????

Can someone explain to me how I leave a wifi rating, and what exactly they do? Really sorry for the newbie question but I don't want to get it wrong Also, I'm have difficulty with the whole pricing of stuff. Like how much IGB are worth in TBT and stuff like that. And certain items (like hybrids or unorderables) how much people usually pay for them.
As you may have gathered I'm new here and I'm getting very lost!

Hey! What's up! After making a trade with someone on the forums, you can visit their profile, go to the Wi-Fi Rating Tabs and either leave a positive, neutral, or negative rating with a short comment for them, depending on how it went~ (This is so people know who to trust to sell/buy from without being scammed!) And yes pricing stuff is really hard, tbt has no real conversion or anything, but the going rate right now is 10 million igb for 50tbt/20 million for 100tbt, although it can vary a lot! (TBT is used to buy things related to the forums- collectibles which does nothing but look good under your avatar, or to buy things such as animated avatars, sigs, user name changes, etc.) Regular hybrids, such as those that are not gold roses/jacob ladders are usually 2-3tbt each or 50k igb to 150k igb each depending on the person! Gold Roses/Jacob Ladders could go up from 3-5 tbt, (current rate) and many people don't sell them for igb, so it could sell upwards from 200k ea c:!
