Well I tt and never get pings just walking around
I didn't get any dings for days and days. I always did the dive method.
I finally started a pwp just to have one going. I immediately got a pwp suggestion. Then I paid it off very slowly so there is always pwp that is current and only pay it off when I finally get a pwp that I want and then start the new project.
The villagers were only pinging me to show me old letters so I was sure to write them all.
I fill my pockets with flowers, have no money on me at all and walk around the entire village. I used to dive but that takes too much effort so now I just water flowers in a remote part of town or stand in a corner for ten minutes and then walk around again.
If I've been playing for more than an hour and get no pings, I talk to a village to clear out the "you've been playing too long" message and then try again by standing in a corner. I've been doing this for two weeks and I've gotten a suggestion every day. None that I want mind you, but it has been working none the less. The longest it has taken is a half hour.

The trick has something to do with the Jellyfish spawning. You don't have to just sit there for five minutes or longer.
I got a ping every single time after hopping into the ocean, getting stung four times, and getting out. Of course, the amount of time it takes to find four jellyfish can vary, but it could be less than 30 seconds if you're lucky. Not even once have I not gotten a ping that way.
Also, dig holes surrounding your villagers.. That helps so you know exactly where everyone outside is waiting.
