Why wont anyone move out of my town?

I reset lastnight and have already got tortimer island and the second house upgrade, idk if there's a limit of days that have to pass before they leave though so can someone fill me in as to why no one's leaving? One villager moved out a week ago and Isabelle didn't even tell me.

Maybe you have less than 9 villagers or haven't completed the tutorial tasks. Not sure what else would prevent move outs.

Develop permit? Less than 9 villager

Because I haven't completed develop permit but had
The island and 2 house upgrade

Also talk with them to find the ping

I have the develop permit & 9 villagers which is supposed to be the "exiting period" i guess but its been at least 9 days since my ninth villager moved in

Ehh just time travel 2 Days back and your good then
Just find the ping with every villager
