Why this Pine Trees don't grow up.

I want to plant this plant trees in front of the Store where Reese and Cyrus work at (don't remember the name) but this just don't grow up, which is weird because i plant Peaches there and grow up with no problem.

Can you do me the favor to check and tell me why Pine Trees don't grow up there please.

Pine trees will only grow in the northern half of town. So, if they're in the southern half they won't grow at all.
