Why, Pierce...

I had the same problem, actually! Pierce was one of my original villagers, but he was in an awful spot (stuck between the town hall and re-tail). He's one of my favorite jocks so I would've kept him if his house was in a better spot.

I chose a map with the Station, Re-Tail and Town Hall all pretty close together. Except, there's not much open space around the top of the map.
 
Then why you dint plot reset for him
Until he was in a good plot?

I did. He was in a...6-7/10 place, so I tried to plot reset. Something went wrong, he didn't move. I tried doing whatever until he ended up appearing right in the worst place, and there's nothing I can do about it now.

To make plot resetting works you must KEEP trying.

I even managed to make Apollo live where Ankha's house once stood and as result he became Mint's next door neighbor.
 
That is good he moved next to the train station. It will be quicker for him to leave. :] (because he can just step outside and take his feathery butt on the next train somewhere else) All joking aside, I'm sad that your favorite villager is located somewhere unfavorable. Maybe this can be a good thing? He is like the protector of your town waiting at the entrance making sure no hoodlums enter your town! If that still doesn't work for you, and if you have enough money to make it rain, you could buy his amiibo card! I'm pretty sure Pierce is cheap on Ebay. You could buy it and locate him somewhere better again?
