Why isn't Rosie's plot appearing?

Several days ago, I traded my Marshal for Rosie but her plot hasn't appeared once? I have used the DS clock to skip many days ahead to try and plot reset, but her plot is never there I definitely invited her successfully as I took a screenshot of it... Does anyone know why she hasn't moved in yet?

Did you have 9/10 villagers in your town when someone had moved out? If so, go to the day after that villager has moved out and look for Rosie's plot on a new character, if her plot isn't there, place a house and save the game. Then TT one day ahead with the 3DS clock and look for Rosie's plot c: It should be there.
