Is it random when he'll ask? I read somewhere that in order for him to ask to build the museum shop, I have to have donated at least 40 different things to the museum and at least one of each of the four kinds of exhibits. I just needed to donate an art piece and I should've been asked to build the museum shop. However, since I've reset, my little sister has been doing all the donating for me because I'm not that interested in catching fish and bugs anymore. Soon enough, we got to 40, and Blathers isn't saying anything. Should I have donated 40 species instead in order for it to work? What happened?

Silly question, but have you talked to him? He suggests it after you speak to him, and this can just be to donate something when you have nothing on you etc.
I can't recall if I had to save and go talk to him after reaching the requirements or if he just offered it as soon as I met them. But I know it was all smooth and easy.

1) Someone has spoken to Blathers at least once on each of 14 different days.
2) Donate at least one item to each of the four exhibits (fossils, insects, fish/seafood, and art).

Find and speak to Blathers while "pondering" to make the option appear.

I had the same problem, after having met all the requirements he didn't ask for a week or 2 after that. I just went in one day and he had a thinking bubble above his head and suggested it to me. Have no idea what triggered it....just try and wait it out
