Why is there no villager moving in?

Yesterday I found Fuschia camping in my town. I only had eight villagers, so I decided to invite her in. She said she'd move in on the next day.
So that means she should be moving in today. I made a new character to check where she was, and after walking around the town three times, I have seen no plot. In my game it is currently 4 PM, so it isn't because it's too early. I TT'd back a day earlier today using the internal clock, but I set it forward again before playing on the cartridge containing this town, so it's still one day after Fuschia said she'd move in.

So why is there no plot?

They don't always move in on the next day. Sometimes they move in on the day after that.

That's what happened when I let Rudy move in. He didn't move in the next day, but the day after that I saw his plot in my town.

So Fuschia will have her plot up tomorrow (or today if you TT).
