why do my cedars keep dying?

my cedars have been withering only at the bottom of my town.



if the shells or flowers weren't there, there would be plenty of space for cedars to grow right? i know that spots can be complicated sometimes, but it's the whole bottom of my town. i would have been fine with this however the cedars are fine anywhere else, it's just this area for some reason. also, shoots, bamboos and regular saplings grow here just fine.

Cedars only grow at the north part of town, if you plant any in the southern half, they will have a 100% chance of withering.

cedars can only grow in the northern part of town.
