Why do all of the Nook Miles 'PWPs' do absolutely nothing?

Yesterday while I was near the drinking fountain I heard one of my villagers interact with it. Sadly I didn't get to see to what extent it was, as it was off screen by that point. I just saw the villager near it beforehand and then heard the water start running and shortly after stop like they were drinking from it.
 
They're for aesthetics.

And as I recall, going into the lighthouse served no purpose in the Gamecube other than to do a mini quest.
 
I don't know what youre talking about haha I just walked past two of my villagers sitting down on the park bench talking with each other. I think you really need to expand your imagination
 
I guess I’m still used to New Leaf because it doesn’t really bother me tbh! Like sure it would be cool, but it doesn’t make having them on my island pointless for me!
Right?! I just want to make my town beautiful! I don't care about unnecessary side quests like OP

They turn it on and turn it back off. At least the time I saw one interacting with it
 
I think it’s important to point out that PC and NH had different developers and that PC had more time to get updates that added more furniture and interactions. I understand the disappointment by but it didn’t affect me too heavily because you couldn’t interact with most PWPs in NL.
 
Thinking back it may just have been sitting at the pool kicking their feet (haven't used the pool since last summer). Definitely more interaction with certain pieces, though.
And you could purchase pieces of furniture that had special NPCs like Isabelle and Sable interacting with them. Isabelle sitting under her tree and eating her sandwich is so COOT! EEEEEEE!

So now people are putting words in my mouth... since when did I mention side-quests?
You can have interactivity and depth to items without having a side-quest.

Regardless that still cooler than I think Nintendo would ever do. Yes I have very low expectation out of Nintendo.
