I'll say what almost everyone else has said. I have net villagers, I don't want my villagers to always mention you. To be honest, I don't care about you. If you're my best friend, sure, I'll let you talk to my villagers, but I don't want my villagers to drone on and on about this guy I traded with once.
I don't like when people talk to my villagers unless they're an actual friend or I'm letting someone over for sigs. I get a lot of my villagers from other people, and they already talk about the town they used to live in and the villagers/town tune in it. I don't particularly want them mentioning yet another person - it's just annoying.
Basically, if someone has a rule for their town, just follow it. It's just obnoxious if you question it or don't follow it. :/ Personally if someone didn't follow one of my town rules, I'd just give them a bad wi-fi rating.
Yeah, if they ask me before doing it, I'd probably say yes but otherwise, I'd be kinda mad, especially if I had stated that "no talking to villagers" as a rule before-hand.This is kind of my view on it! It's not a hard rule in my town, just a preference. If a visitor asks me if they can speak to a villager, I'd be more inclined to let them, though.

Or just.. questions it, like. Okay, you don't have to like it but it's just common courtesy to follow the rule. Usually when someone asks "why can't I do x, y, or z?" I just don't let them in my town because they'd usually break the rule anyway. :/Exactly! I can't stand it when you say you have a specific rule and then the visitor breaks it!
