Why can't I get her to move in?

I have Chrissy in my campsite and I only have 9 villagers. The dialog pops up where I can ask her to move to my town. She's been refusing for an hour now.

If I get the dialog, doesn't that mean I should be okay for another villager? I mean...I didn't overlook anything, right?

Do some campers just plain refuse forever, or will they eventually agree?

I've never had this much trouble before. Please advise!

We've played a few games but never if I win she will move. Just the "fishing for compliments" and the 5 pieces of furniture game.

Okay...so she SHOULD agree eventually. Hmmm...back to it now... I just can't believe how long she's been refusing!

lol don't worry, zucker was a pain to move in for me too. eventually they should agree to move in.

First he was like "I like my own town more"
Three questions later he was like "Perhaps I should move in here".

I only had 2 campers though, both willing to move in after 5 or less discussions, so my experience won't say much about their behaviour. If you keep your valuable stuff and money out of the tent, and only bring an item you can use for their game, I'm sure there's no harm in keeping the discussion going to finally persuade them.

Emptying your pockets of all items/tools and all bells can speed things along. You don't need to play those games to get them to move in. Go in empty-handed and keep trying.

Okay, I'll empty everything. I even quit and restarted...but she keeps refusing time and again.

I'm not yet ready to give up, but it's crossing my mind. If she wasn't so adorable I wouldn't have been trying for about an hour and a half by now. This is so weird!

I've talked to her for over 15 minutes straight again and she still keeps saying no! I'm so upset and irritated. Overall, I've spent over 2 hours on her total. Is this normal??? Really???

ETA - SHE FINALLY FREAKING SAID YES!!!

I can't believe it took me about 2 hours and 15 minutes total. GAH!!! She'd better be worth it or she'll get hit with my shovel a few times.
