Celeste is an owl NPC and she's the sister of Blathers, the owl who's in the museum. She can show up on nights where you have shooting stars, from around 7pm onwards, and if you speak to her she'll give you a DIY. You'll need star fragments to craft the DIY, but you can get those by 'wishing' on the stars. To wish on the stars, you first of all need to have no tools or accessories in your hands, and be stood up. Press the right stick up to look up at the sky and press 'A' to wish on a star. You can wish on a maximum of 20 stars per night. The next morning you'll have a selection of star fragments, large star fragments, and whichever zodiac sign it is fragments, so aries fragments for example. You might need to pop inside a few times and come back out, if you've wished on a lot (up to 20) as not all of them will show at once. You also need to collect them the next day as they'll disappear otherwise. Celeste always gives you the star wand as your first DIY, and then it'll be the zodiac DIY for that month, and then the other DIYs she can give out. Hope this helps
