Only one villager gives you chocolate or a gift on Valentines Day. I believe it's the villager with the highest friendship value.

My mayor got something from Roscoe (it used to always be Bob because he lived two steps from my house before I let him move out), my second alt character from Carmen ofc (she also lives really close to his house so he always gets stuff from Carmen), and my third character only got something from Isabelle! lol none of the villagers like him.
