I just accepted Tia's moving out request. But I don't see how it's possible to trade villagers..

It's not that hard - they invite your Tia when she moves out, and then you invite their Whitney when they move out after. You have to wait for each other and trust that they hold up their end of the bargain, but it's possible.

but isn't inviting other people's villager requiring an empty slot on your island?

i guess it's kind of impossible to have an empty slot while having one villager moving out once you got all 10 villagers..
