Which town layout is better?

Bottom one. Re-Tail is A LOT closer to the dock. And you have a whole free space to do anything with.

I feel like the top has more space but the beach is a little better in the bottom map.

The main thing I like about the top one is that there's a huge open space and that the town hall and plaza are close together. But the bottom one just looks nicer and more centered and organized.

I prefer the main town, what I don't like about the second one is that there are lots of very thin pieces of land, which may be hard to landscape (not enough space to put a PWP...), so yeah.
