Which of these should my last villager be?

I realized that once I move out all my un-dreamies, I will be one villager short. So who should fill the gap?

Kidd: In my previous NL town, we were tight dowgz. Also I think he's a Russian spy... but that's a whole other story.

Tipper: She owes me a picture that I never got in WW. I seek revenge for the people of Suburbs!(My WW town) Also I think it would be fun to have a cow and a bull (Rodeo) live near each other.

Tabby: Not really any reason. She has an interesting design. I've heard she's really funny as well. FUNNY LOOKIN

I know people on here have claimed that their villagers have pinged to move out, when they were the newest. I faintly remember Lionel asking to move when he was new, but I don't remember if I got Queenie or him first.

I feel like your 10th villager won't move out unless someone else moves out first but I'm not sure :/ I'm still trying to move out Merengue, who was my 10th but she won't move >: I've decided that if she gives me her picture and never asked to move, I'm going to give up moving her.
