Which map should I go with?

Oh wow! All four of those maps are amazing. I think the bottom left one would be good for a foresty town and you could put the campsite down the bottom right and the cafe maybe at the top somewhere, good luck with your town!!

Depends on what you want in your town, I'd think.
The top left has a clean-cut river, no private beach, a pretty nice plaza placement, but the Retail is waaaay off in the corner and while that might be nice for layout, have fun beetle farming. I could see one of your other buildings in between those two ponds next to Retail, whether it be Mayor's house or cafe. You could put campsite there, but it being next to Retail is not the best idea for a partially-forest theme. Police station is just too small for that section, and I always think of it being close to the plaza or town hall, both of which you could nicely pull off here. Ponds also make pathing a bit complicated sometimes, which is why many people don't like having too many.
The top-right has VERY convenient Retail placement, AND your town hall is directly above the plaza. There's also plenty of room for your other buildings and PWPs in that southeast portion, and I personally would put the cafe and police station in the same area, with the campsite off somewhere else in a more forested area. There's also a decent-sized private beach, albeit a bit wonky in shape. The river is still clean-cut, and the ponds seem to be in decent places. Your only glaring issue with it is the northeast margin, which I'm sure is wide enough for you to do something creative with... maybe the campsite could go there...
Bottom-left has an okay river, but private beach is TINY, and there's also a small margin there. The ponds seem to be relatively out of the way, and I like how the main three buildings are in the same general area, which you could build upon if you so choose. I'm not sure how you're going to work out the strip below the river considering your theme, but if you know what you can do with it, go for it.
The bottom-right has a layout very similar to my own town, but yours seems a little better than mine. The river is mediocre in this one and is also quite short, which may or may not work in your favor. Currently it seems that nothing occupies that southwest area, so if you got any creative ideas for it, run wild. Your private beach is also very spacious, which makes for good hybrid breeding/storage if you need, or a little secret area for your dream visitors. Retail is nice and close to the beach. There's large stretches of land north of the plaza and south of the town hall, too, where you could put your other buildings.

That bottom left map is amazing! I wish I had that, instead of a big silly winding river and too many ponds, grrr.
If you chose that one, maybe put the campsite somewhere in the bottom left corner, and the caf? on the other side of re tail. Or the police station. I love how all the buildings are next to each other. Anyway, I hope you enjoy your new town!
