So for my second town, this is the flower scheme I am going with.

Which bush(es) should I go with?

I would suggest sweet olive, possibly the azaleas since they're the same color as the carnations.

Do you plan on using more of the regular trees, cedar, or both evenly?
 
I think hydrangeas (when they're not blooming) would look nice cuz you have mostly light colors so the darker green would contrast nicely
 
Everyone uses the azaleas, if you use the sweet olive bushes your town will really standout, not to mention that it will match the gold roses. Maybe use white azaleas bushes and sweet olives, it would make the pink flowers standout because they will be the only pink thing.

I plan on having more of the regular saplings I think. I haven't fully decided yet.
 
White/pink azaleas and pink hydrangeas. I'm not sure about sweet olives but they probably look good when not in bloom because the bushes are of lighter color.
 
i would use sweet olives and red/yellow hibiscuses. i think they would stand out but also suit your flowers instead of just using white/pink azaleas.
 
Thanks so much for your help everyone!! I'll go with sweet olives as the base and then some of the other types as accents to some areas/PWP. :)
