Where would I put a topic about Hina Matsuri (Girl's Festival) in Japan?

Today is Hina Matsuri in the JPN version and you can get a rice cake from Isabelle.

I wanted to know if anyone from Japan is on this forum and would be willing to let me come and get one, but I am not sure where to put this topic; in the Train Station since I am asking to visit someone's town, or in Re-Tail since I am asking to receive the free plaza item from Isabelle.
