Where should my villagers live?

Some time ago I asked for advice on my path layout. I now have that pretty much figured out, but I'm wondering where I could best place my villager's houses to make it organized, well-spread out and so it takes in as little space as possible. This is my map, including paths:

? = main path
? = side, natural (stepping stone) path
? = still unsure of (natural) path, but one will be in that area
? = second player's house could be moved
X = villager will be moved out
I also excluded some of the villagers that are in the way of paths and I already decided on to move out. The one with the red cross just isn't in the way of a path.

Where do you think I should place my villagers? I have a preference for a bit spread out, so there are villagers walking around in every part of town. I'm open to any opinions though!

Oh! By the way, I forgot to add that I can (and will, if necessary) move out any current villagers. I don't really mind losing them, and I have the amiibo cards of those I want to keep.

The villagers in both my towns live on the cliffsides overlooking the ocean. It leaves a lot of space for landscaping and PWPs.

I'd thought of that too, but I'm unsure how to path to their houses then. It would also take away pwp space near the beach, not that I know what exactly to put there. Maybe I'll do a part by the beach though!
Could I have some more suggestions?

I say place villagers on the near inside or outside of the rectangle main pathway that way it's distributed well and may one or two villagers to the left of the train station?
