How about the storyline is Wario and Waluigi enter a competition where you have to go through various obstacle courses (levels) to get to the finals? And the prize is a huge cash reward, which is why they are entering?

Waluigi would fly solo though, and after each world there would be a battle (boss) between some Mario character to advance through the competition.

And then it the finals, WARIO VS. WALUIGI.

I don't know what the game would be called, though

I like the idea.
But it'd be more of an adventure game, instead of those crappy work out games where the controls are stupid.
Like how SMG and TP are controlled.

I would like to see it though, Wario and Waluigi are my favourite Nintendo characters.

No option to play as Wario though, Waluigi needs his own game like Luigi got his.

Only way to play as Wario would be in minigames if there would be any.
