i got a bunny balloon yesterday so im guessing the guy comes randomly.

Yeah Finneus or however it's spelled, comes randomly every few weeks or so. He asks you if you want a balloon, bunny balloon, pinwheel or bubble wand. He always gives you a random color and you can only get one item a day.
