First off, wrong section =P
Second, Whisp can be found at random times during the night time or right before dawn (according to what I've gathered that is). He'll be in your town moaning and whining or something about something =P

He can be found on Monday nights or Tuesday ( I believe its Tuesday), go to the southeast corner of your town, and he'll talk to you, walk around your town once he talked to you, and he'll appear, and boom, go to your attic, and he'll ask if u want to clear cockroaches, take out weeds, or a random itme =) Hope that helped.
