Where do the days start and stop with pws?

Say that someone suggests a pwp at 2am, does that pwp count for the day before since it's not 6am or the day of, since it's technically that day?

It counts from the day before. The game will save and the PWP will be there if you paid it off.
You have up to just before 4am to get the a PWP from a villager. For the last 2 hours they are sleeping.

The day before. You can technically build a pwp at 2 am then pay for it. You get to see the pwp when 6am comes.
